I think you're right about this. I much prefer the way Marvel's going about it (assuming the rumors are true) of a slight crossover between Iron Man and The Incredible Hulk, leaving open a possibility of an Avengers movie much later down the line after Captain America, Thor and maybe Ant-Man are released. They're testing the waters, seeing if they'll get a good reaction from it or not.
